Register Your Online Documents Within 24 Hours or Face Consequences: A Notice from the Registration and Stamp Duty Department
For various reasons, there are currently about 25,000 online Leave and License rental agreements waiting to be registered across the state. The Sub-Registrar’s office reports that in just the last two days, they’ve managed to register 10,000 of these documents. The Association of Service Providers has been actively bringing the challenges faced at the Stamp Duty and Registration Department to the attention of the authorities. Recently, a delegation that included Association President Sachin Shingavi, Mangesh Patil, Yogesh Panpaliya, Adv. Vaishali Shingavi, Haridas Merukar, Rishikesh Jangam, Rupesh Jadhav, Jaydeep Malge, Shivraj Kavatage, and Akash Tambade met with the newly appointed Deputy Inspector General of Registration (IT Department), Abhishek Deshmukh, to present a formal request.
Following recent protests advocating for the reinstatement of the old pension scheme, along with technical issues affecting the server and rumors of a possible increase in stamp duty starting April 1, 2023, many citizens hurried to finalize their document registrations. This surge resulted in each sub-registrar office processing between 100 to 150 documents daily, which made it challenging for them to keep up with the online rental agreements. However, a government circular released on March 31 clarified that stamp duty rates would remain unchanged, allowing operations at sub-registrar offices to return to normal. Unfortunately, a series of public holidays soon followed, causing the backlog of pending rental document registrations to swell to over 35,000. According to Deshmukh, as reported by Shingavi, 10,000 documents were registered in the last two days, leaving around 25,000 still awaiting processing.
Pune has a significant number of residents renting homes, including students, IT professionals, and employees relocating for work. As per legal requirements, these rental agreements must be registered. Additionally, these documents are crucial for obtaining services like driving licenses and passports, making the registration process all the more vital.
Despite these efforts, the association points out that challenges still persist.
In response, the Registration and Stamp Duty Department has issued a new directive stating that first sale agreements for flats and online rental agreements must be registered within 24 hours. If sub-registrars fail to meet this deadline, they could face consequences. This initiative aims to ensure that citizens receive their registered documents promptly after submitting them online.
