Homeowners, Don’t Be Afraid to Take Tenants: A Big Relief from Police Verification Hassles

Many homeowners hesitate to rent out their properties without knowing the tenants personally. On the other hand, the police verification requirements made it difficult for tenants to find housing. Addressing these challenges, the Stamp Duty and Registration Department has introduced a streamlined solution that provides major relief to homeowners.

Now, once a Leave and License Agreement is executed online between the landlord and the tenant, homeowners are no longer required to visit the police station in person to submit tenant information.

This is because, once the rent agreement is registered with the State’s Registration and Stamp Duty Department, the data is made automatically available to the police via the Crime and Criminal Tracking Network and Systems (CCTNS) — a computerized platform. The Director General of Police’s Office has issued clear instructions to all police stations across Maharashtra stating that citizens should not be forced to visit police stations to share tenant details. A formal circular has also been released in this regard.

Earlier, rental agreements on ₹100 or ₹500 stamp paper were common but are now considered invalid. Only agreements registered online through the official department are now considered legal and enforceable. However, due to a lack of awareness, even tenants with valid online agreements are still being asked to appear at police stations to provide their information.

Complaint and Action Taken

A resident of Hadapsar, Magardhvaj Kashid (Mangesh Pati) from Shivay Services, filed a complaint with the Director General of Police. Acting upon this, Special Inspector General Dr. Suhas Varkhe and Assistant Deputy from the DGP office, Mr. C. Imade, issued a directive clarifying that tenants with online agreements do not need to appear at police stations.

The “iSarita” platform, jointly managed by the Police Department and the Stamp Duty & Registration Department, ensures that rental agreement details are directly accessible via CCTNS. Under the Citizen Portal, landlords can fill in tenant information online. Thus, police stations can view landlord and tenant details relevant to their jurisdiction through this system.

The circular reaffirms that:

  • Landlords need not report tenant information separately to local police.
  • Tenants don’t need to get police verification done to provide to housing societies.
  • Registered online rent agreements serve as sufficient legal documentation.

Relief for Tenants and Homeowners Alike

Despite the digital process, many citizens were still being forced to provide physical proof to police stations. The Association of Real Estate Agents consistently followed up with authorities regarding this issue. Following the official circular from the DGP’s office, both landlords and tenants are now officially relieved from the requirement of physical police station visits, said Association President Sachin Shingavi.

No Police Verification Required for Vehicle Registration

In another related update, Pune RTO (Regional Transport Office) has issued an order instructing vehicle dealers not to demand police verification from citizens who are tenants and already have an online rent agreement.

The RTO clarified that:

  • During online rent agreement registration, tenant details are already shared with the police system.
  • Therefore, there is no need for separate police verification or any police-stamped documentation for vehicle registration.

Mr. Shingavi added:
“Vehicle dealers were forcing buyers to get a police stamp on their verification documents or provide evidence of having completed the online police verification process. We met with RTO Officer Ajit Shinde and explained that, once the online rent agreement is submitted, no additional police verification is needed. This has now been officially acknowledged.”

Thanks to these reforms, tenants are now spared the burden of repetitive paperwork, and homeowners can confidently rent their properties without legal uncertainty or unnecessary police formalities.
